Noob question about bong

Alright I've had my bong for a month or so, and the bowl piece on the bong slider screws off. On the bottom of it (not the screw side, the flat bottom) theres this thick sticky brown tar that reeks something awful. Is that brown stuff resin, bong-style and i should leave it alone or should i rinse it off. Thanks.

That is tar left over from burning weed. You probably should clean it out. Use paper towels and a bent paperclip. Or just rinse it. Whatever gets it shiny clean!
