search spybot s&d on google, go to the webstie, download the program and run it regularly it does a pretty good job of telling you what is shit and getting rid of it

Seems like you have adware. Download a spyware cleaner from http://www.download.com

this is a known spyware-problem,to fix do this:

go to start=>run and then type "regedit"

NOW BEFORE YOU DO ANYTHING, go to "file" and choose export, now all the way to the bottom choose "everything", give your file a name (eg "backup.reg") and save it somewhere obvious (on your desktop or something) this is a backup if anything might happen

now follow this

make a backup of C:\WINDOWS\System32\dsc.exe ON A CD OR DISKETTE and then erase dsc.exe from your harddrive

then go to

HKEY_Local_Machine=>Software=>Microsoft=>Windows=>Currentversion=>Run
whipe everything DSC-related, just select the keys on the right and click "delete"

Now go to HKEY_CURRENT_USER=>Microsoft=>Windows=>Currentversion=>Run
wipe anything DSC related here

Now reboot, check if everything is still deleted (some spyware restores itself) and if the screen appears again, if it does, run a virus scan and ifpossible a spyware-scan and reboot again, and check again if everything is still deleted. You should be fine then
Say hello to my little friend *lights a huge spliff up*
