They're left blank because book pages are printed on huge rolls of paper and then cut into the individual pages. So if a book doesn't have the same number of pages as the roll there are leftovers. They print like 36 pages per roll, so if the book is 34 pages long there are two extra pages. That is why there are blank pages.
