Gold Silver trading illegal for US citizens?...Sign?

So just came across this thread on ATS and thought I would inform you guys.

Apparently from the 15th of July this year it will be ILLEGAL for over the counter trades of gold and silver.

Certainly sounds like somethin fishy and looks like a big sign that the govt knows something big is coming up.
