very small flowers on otherwise healthy plants - HELP!

I have an indoor garden going with an experienced grower. It is about maturity time, and everything looks pretty good, except that many plants have underdeveloped flowers. The plants sprung hairs and began flowering like normal in our bud room, but just have not developed good sized buds. They look almost asexual, in fact some of the plants have not sexed at all really.
My partner is befuddled, not having experienced this problem before. He knows what he is doing and we have used good fertilizers. We are growing 4 varieties, including Northern Lights. and all have provided fine yields before.
any one have an idea?

How long have they been flowering? What kind of lights are you using and on what cycle? Like is it HPS or fluro?? 12 hours dark..18 hours dark?? I need to know to help answer

Been flowering about a month. Originally we thought it would be harvest time right now. We have 3 HPS lights, 2x 1,000W and 1 600, on 80 plants, on a 12 hour cycle. My partner is a Medical user/grower and has done many successful crops. Is there any problem with cloning the same plants over and over? That is one question I had about our technique. I just applied some Spray n grow for the first time. Fertilizers applied regularly and in the right doses. Thanks for your attempts to help, I will offer lessons learned when I have them!

There's no problem with cloning over and over, I do it myself and have never had a problem.

Do know what strain of weed you're growing? Think the problem is simply that they haven't matured enough yet. Give it ATLEAST 1 more month. I think also that they may be lacking some light, which slows the rate of growth. In how large a room are they? Are they're too spread out and far from the light source? Or are they compacted in a small room and the light isn't reaching underneath the plants?
