you arent ALLOWED to have it, you just arent Charged for having it if you are caught with it.. but cops are alot more slack here.. they dont care as much, and people care alot less here.. u dont have to hide it as much.

man i live in tx. i went straight to jail for having 5 grams on me. my friend got a drug paraphernalia (sp) charge for having 4 seeds, and 1 stem in the carpet on his floorboard in his car. i used to know this guy who went to jail for a half a gram. in tx if you have 1 bud on you you go straight to jail. anything less than a bud (seeds or stems or small amount of shake) you get a paraphernalia (sp) charge. if you get caught with 4 oz you go to prison for a yr or 2. it is way 2 strict here man

It was decriminilized to class C it was still illegal but you wouldnt be made a criminal on first offence so they wouldnt give you a record.

So the answer is no it hasnt.
