"legal" bud questions

I'm a bit of a newbie looking for a little help.

there are tons of sites like these that say they sell "legal buds". They have strains like blueberry, albino rhino, black widow etc etc.

are these different strains of marijuana? do they even have THC? I guess I just dont get how they're legal if they're actually marijuana, and if they're not marijuana, what are the effects like? Any help is really appreciated.

if it actually worked two things would happen:
