Bart's only 10 years old.

However, there was an episode where Bart gets into the Jazz scene as a drummer. He's hanging out with some of his group in the attic and Lisa comes up and says "What are you doing up here?"
Bart replies "Not smoking reefer!" in a defensive way.
One of the jazz musicians then tries to reinforce Barts statement with "No, none of us are smoking reefer." but he says it in the same way as Bart, implying, yes, they've been smoking weed in the attic.
The Simpsons is very pro-cannabis.
