Anything Marijuana is illegal whether it be the buds, stems, seeds, or leaves. Although I doubt they'd arrest you for something as petty as a leaf, but there are some dickheads out there.

i think that in the us everything marijuana is illegal because my old neighbors called like plant control or something cause when they moved in there was plants growing in the backyard and the police made a huge deal of it. they found the previous owners of the house and fined them or something.

Here in Canada they calculate leaves the same as bud. Had a buddy of mine who got busted. He had couple ounces of bud and five pounds of leaves because he was an oil maker. Charged him with possession of five something pounds of marijuana with intent to traffic.

u can get arrested for having the roots....anything from the marijuana plant is illegal....plus they probobably dont even know which part to smoke o.O

Leaves are illegal in the states and if caught with leaves your looking at the same fines as if you just had bud.

Same goes for live cannabis seeds as well.
