That's crap. My cousin Vince had a run in with the law. His girlfriend brought this kid Umojah over while a bunch of us were hanging out there (he lives Houston texas), and everyone was getting drunk as hell. Umojah called Vincent a fat Polish pig. Vince told him to get the fuck out of his house so Umojah bit and kicked Vince to shit. In an act of revenge Vince started smacking Umojah with one of those black rubber mallets. He was going to kill Umoja, smash his head in, and the only thing that stopped him was me yelling in his face "If you do this you'll die. If you kill him you're going to go to death row". He instantly stopped, and called the police.

It does work. Normal mentally healthy people will not kill if they're constantly reminded that if they kill, they will be killed.
