I've personally discovered a good grow bulb, I don't know how available it would be where you are, but it's made by the company Home Electric. It's a self ballasted flourescent lamp. It puts out the equivilent of 100w while using only 25w of power. More specifically, it puts out 1100 lumens.
I paid 12-odd bucks for one bulb, but trust me, in the long run it's well worth the investment due to highly increased yeild. My post on the "your baby" board has a pic of my plants. They're much shorter, and much more robust because of it. Although, part of the reason of their shape is because with this bulb, it produces next to no heat, allowing me to keep the lights within 2" of the plants, therefore, from the day they sprouted, I could notice them getting bigger every day. The one in the lower left corner of the pic is rootbound though, that's why it's that size. Hope you find this helpful, and hope you can find a decent bulb. One more thing, on the box I got my bulb in, it says very specifically, not for use in totally reccessed enclosed illuminaries. However, don't worry, I've had no problems, and I'm guessing they state that purely for the purpose of discouraging people from using them for weed.

i also went to my local ace hardware store and bought 2 bulbs with like 25 watts with 1700 lumens a piece
