Here in Quebec Canada minors are not allowed to buy ant tobacco product whatsoever. Be it cigs, papers, pipes or bongs. THey're getting more severe with the law in the recent years. Before, noone ever enforced that

some laws are backwards its stpid really, i bet some where along th elines these laws came from opinions and personal problems

i went to a pipe shop and they told me that as long as no tobaco products were sold at the same place, minors were aloud to buy lighters/fluid but as for papers, that is used for smoking, lighters aren't ALWAYS used for smoking. so minors can't buy papers.
