Dude, I know some people who are professional hair stylists and they do my hair for free all the time, and they work at those really retro hair places full of all of the weird "gay" hairdressers, and i know for a fact that most of them wont do dred locks unless you want to pay them 300 dollars and then have them dye them pink after they are done
Beleive me they wont do them at the jet set places unless you are willing to cough up some serouse cash
