Not sure if you can make this generalization but which is normally better indoor grown or outdoor grown?

Indoor, more control really.

Usually where I live...outdoor is lesser quality weed and indoor is better quality.

Indoor usually tends to be healthier and more potent. Outdoor can be good, but it all depends on just how good it was taken care of.
