We have something like that here , and its legal its called argeeleh , or Hubbly Bubbly or even a water pipe , and u can find it in the coffee shops , but without weed and hash ofcourse , but i have one at home , and i use it , its fuckin awsome man , and i think TuRkIsH this is all a lie know it.
